What is AGPO?
AGPO stands for Access to Government Procurement Opportunities. It is an affirmative action programme that reserves 30% of government procurement for businesses owned by youth, women and persons with disabilities. You need an AGPO certificate to bid for these reserved tenders.
Who qualifies for AGPO?
- Youth: businesses owned by people aged 18 to 34.
- Women: businesses owned by women.
- Persons with disabilities: businesses owned by persons with disabilities, with a registration document from the National Council for Persons with Disabilities (NCPWD).
Your business must be registered in Kenya, and the qualifying group must own the business. The required ownership share has varied between sources, so confirm the current rule on the portal before you apply.

- CR12 for limited companies, or a partnership deed for partnerships
- KRA PIN certificate

How to register for AGPO, step by step
- Register your business as a sole proprietorship, partnership or limited company.
- Get your KRA PIN and a valid Tax Compliance Certificate. File any outstanding returns first. Unpaid taxes or unfiled returns are a common reason applications fail.
- Go to agpo.go.ke and sign in or create an account.
- Enter your enterprise details: business registration information, owners’ details and your bank account.
- Choose your category and upload your documents as clear PDFs.
- Submit and wait for approval, then download your AGPO certificate from the portal.

How long is an AGPO certificate valid?
Sources give different validity periods, from one to three years. Check the expiry date on your own certificate, set a reminder, and renew before it expires. An expired certificate means you cannot bid for reserved tenders.
The three AGPO categories explained
AGPO has separate schemes for youth, women and persons with disabilities. Choose the category that truly matches your business ownership, and keep your documents consistent with it.
Youth (YAGPO). This is for businesses owned by young people aged 18 to 34. Your ID shows your age, so make sure the ID you upload is clear and current.
Women (WAGPO). This is for businesses owned by women. Your registration documents should show who owns the business.
Persons with disabilities (PWD). This is for businesses owned by persons with disabilities. You need a registration document from the National Council for Persons with Disabilities (NCPWD).
Some sources say a business can register in only one scheme at a time, while others say you may select more than one if you qualify. Check what the portal allows for your situation.
What does the 30% reservation mean?
Government procuring entities are expected to set aside at least 30% of their procurement for these three groups. That does not mean 30% of every tender goes to you. It means a share of tenders is reserved so that only AGPO-certified businesses can compete for them. You still have to bid, price competitively and meet the requirements, but you compete against fellow AGPO businesses, not against large established firms.
Before you apply: a preparation checklist
- Business registration is current. Your business name or company is registered and active with the Business Registration Service.
- Your tax records are clean. All returns are filed and nothing is overdue on your iTax account, so you can generate a Tax Compliance Certificate.
- Your documents match. Business name, ID names and PIN details are spelled identically across every document.
- Your scans are clear. Use readable PDFs, not photos taken at an angle.
- Your contact details work. Use an email address and phone number you check daily, because the portal sends activation and approval messages.
After you get your certificate: how to use it
- Register on eGP if you haven’t already. Your AGPO certificate does not replace supplier registration. See our eGP registration guide.
- Look for reserved tenders. Tender notices usually say when a tender is reserved for youth, women or persons with disabilities. Read the eligibility section before you spend time on a bid.

How to prepare a competitive AGPO bid
Holding a certificate does not win a tender. Evaluators still check that you meet the specification and the price is reasonable. Read the tender document twice, list every document it asks for, price all costs including delivery and tax, and submit before the deadline. Keep copies of everything you submit. Beware of paying for a free service
The government does not charge a fee to apply for an AGPO certificate. Some agents advertise “fast-track” registration for a fee. You can apply yourself on the portal, or ask for help at a Huduma Centre. If you hire help, agree the price in writing, never share your portal password, and keep control of your own account.

- Applying with an expired or missing Tax Compliance Certificate.
- Business names or ID details that don’t match across documents.
- Uploading blurry scans.
- Forgetting to renew in time.

Renewal checklist
- Note your certificate’s expiry date in your phone calendar, with a reminder a few weeks ahead.
- Check that your Tax Compliance Certificate is current, and generate a fresh one if it has expired.
- Confirm that your ownership still meets the category rules, for example that you are still within the youth age range.
- Log in to the portal, follow the renewal steps and upload any updated documents.
- Download and save your new certificate, and attach it to your bids.
